Has anyone dealt with Uggdealer.net?

Recently I went to purchase ugg boots from the above site. After two weeks of no shipment and plenty of excuses , I have now realised this is a rogue trader. My transaction is somewhat protected by Pay pal - in that I should receive a refund. Just wondering if anyone had the same experience and how does this trader continue to operate - especially through pay pal ?
